The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:

The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labelled on a map of the City of Natoma for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

In accordance with the provisions of the Standard Traffic Ordinance and when signs are erected giving notice thereof drivers of vehicles shall stop or yield as the sign directs at every intersection before entering any of the following streets or parts of streets, which are hereby designated through streets:

(a)   Second Street from east city limits to west city limits.

When properly sign posted, traffic shall move only in the direction indicated upon the following street:

Angle parking at the angle indicated on the curb, sidewalk or pavement or by signs is hereby permitted on the following streets:

(a)   Main Street from Fourth Street to South First Street, both sides;

(b)   Elm Street from Fourth Street to South First Street, both sides;

(c)   Fourth Street from Baum Avenue to intersection of Fourth Street and Third Street, north side;

(d)   Third Street from east city limits to Fourth Street, north side;

(e)   North Second Street from Main Street to Ash Street, north side;

(f)    North First Street from Elm Street to Main Street, north side.

No lights need be displayed upon any vehicle at any time from a half hour after sunset to a half hour before sunrise when such vehicle is stopped or parked upon a highway in the city in accordance with the parking regulations of the city where there is sufficient light to reveal any person or object within a distance of 500 feet upon such highway. Any lighted headlamps upon a parked vehicle shall be depressed or dimmed.

During the school term, stop signs shall be placed at such crosswalks and during such times as determined by the governing body and when any such stop sign is in place, the driver of any vehicle, unless directed by a police officer to proceed, shall stop before entering such crosswalk and shall yield the right-of-way to any pedestrian therein.

It shall be unlawful to park any semi­ tractor trailer truck on Elm Street between North First Street and Third Street.

It shall be unlawful for any person to drive or operate a vehicle upon an highway or street in a careless or heedless or an inattentive manner, or without due caution and circumspection, or in any manner not constituting reckless driving but so as to endanger or be likely to endanger any person or property.

There shall be no U-Turns on North Second between the intersections of Ash and North Second on the west and Main and North Second on the east for the purpose of changing directions or for parking at the opposite curb. U-Turns at the intersections of Ash and North Second and Main and North Second are permitted as long as the same are executed in a safe and reasonable manner.
